Following the Stockholm Agreement on 13 December 2018 between the Yemeni government and the Houthis, Under the auspices of the Secretary-General`s Special Envoy for Yemen, Martin Griffiths, concluded in Sweden, the Security Council authorized, in Resolution 2451 (2018), the establishment and deployment of a pre-deployment team for an initial 30-day period to begin monitoring and supporting the immediate implementation of troops in the city of Hudaday.
